刍议中国传统政治文明中的廉政监察思想

摘　　要：中国传统政治文明中的廉政监察思想孕生于中国传统廉政监察制度形成与发展的实践进程之中,内蕴着崇德重法的惩贪倡廉理念、纠风明纪的监督制度文化和谏鼓木的奥论监督思想等精髓要义,为巩固和强化中央权威、提升封建权力机构的运行效能、维护封建社会政治秩序的和谐稳定提供了规范保障和制度遵循。作为中国政治传统和政治文化的重要组成部分,中国传统廉政监察思想集中展示了中华优秀传统文化中制约和监督公权力的政治智慧,其中的肃贪倡廉思想和廉洁政治文化更是融进中华民族的政治文明和精神文明的整体谱系当中,成为了中国共产党探索党和国家监督制度建设、推动反腐败斗争向纵深发展的宝贵思想资源和重要概念工具。The concept of integrity supervision in traditional Chinese political civilization emerged from the practical process of the formation and development of the traditional Chinese integrity supervision system.This system,which encompasses the notions of punishing corruption and promoting honesty and integrity through the respect of moral and legal principles,the supervisory system culture of correcting wrongdoing and maintaining discipline,and the public opinion supervisory,provided the normative guarantees and institutional guidelines for consolidating and strengthening the central authority,enhancing the operational eficiency of the feudal authority,and safeguarding the harmony and stability of the feudal social and political order.As a significant aspect of China's political heritage,the traditional Chinese philosophy of integrity supervision exemplify the political sagacity of limiting and overseeing public authority within the context of Chinese culture,of which the ideas of eliminating corruption and advocating honesty and clean political culture are integrated into the whole lineage of the Chinese political and spiritual civilization and offer valuable ideological resources for the Communist Party of China(CPC)in its pursuit of a comprehensive supervisory system,and in its advancement of the anti-corruption movement.They have become a significant conceptual tool for the CPC in its efforts to construct a supervisory system for the party and the country.
