黄河“几字弯”资源型城市“资源诅咒”效应研究

摘　　要：黄河“几字弯”是我国重要的能源富集区,曾被认为是“中国经济增长第四极”,具有重要的战略影响力。为探索“几字弯”资源依赖对城市发展的影响机理,在识别资源型城市的基础上,开展“资源诅咒”存在性检验和传导效应分析。研究表明,黄河“几字弯”资源型城市存在“资源诅咒”现象,资源依赖度每增加1%,人均GDP年均增长率就会下降约0.11%;物质资本投入、私营个体经济发展水平与人均GDP年均增长率呈负相关,外资利用和教育投入与人均GDP年均增长率呈正相关,即当地物质资本投入和私营个体经济并未带来相应高速度的经济总量增长,而外资的利用和教育水平的提高对经济发展起到正向影响;“几字弯”区域对资源开发的依赖在一定程度上抑制了制造业和私营个体经济的发展,当前阶段“几字弯”资源红利对物质资本投入、外商投资具有较强吸引力。The"'Q2'shaped bend"of the Yellow River is an important energy-rich area in China,which was once considered the"fourth pole of China's economic growth"and has significant strategic influence.To explore the impact mechanism of resource dependence on urban development in the"'Q2'shaped bend"region,based on identifying resource-based cities,the existence test and transmission effect analysis of resource curse are carried out.It is found that there is a phenomenon of"resource curse"in resource-based cities along the"'Q'shaped bend"of the Yellow River.For every 1%increase in resource dependence,the average annual growth rate of per capita GDP will decrease by about 0.11%.The investment of physical capital and the development level of private individual economy are negatively correlated with the average annual growth rate of per capita GDP,while the utilization of foreign capital and education investment are positively correlated with the average annual growth rate of per capita GDP.The local physical capital investment and private individual economy have not brought the corresponding high-speed economic growth,while the utilization of foreign capital and the improvement of education level have a positive impact on economic development.To some extent,the dependence of"'Q2'shaped bend"region on resource development has inhibited the development of manufacturing industry and private economy,and at the current stage,"'Q'shaped bend"resource dividend has a strong attraction for physical capital investment and foreign investment.
