摘　　要：我国档案馆员专业化建设经历了从泛在化到专业化,再到泛在化的三个阶段。文章通过调查分析,归纳总结档案馆员专业化泛在化发展在法律、政策、治理要素三个方面存在的问题,并探讨这些问题产生的根源,提出了档案馆员专业化的解决策略,即“政府主管—行业推动—馆员自律”。The construction of archivists'specialization in our country has gone through three stages:from ubiquitous to specialized,and then to ubiquitous again.Through investigation and analysis,this article summarizes the main problems in the development of specialization and ubiquity of archivists,including legal,policy,and governance elements,and explores the root causes of these problems.A solution for the specialization of archivists has been proposed,namely"government supervision—industry promotion—archivist selfdiscipline".
