摘　　要：公众不仅是科技发展的受益者,也是科技发展的原动力。科学技术进步应获得公众的支持也应惠及公众。公众参与在科技活动的伦理治理中发挥着不可替代的作用。公众参与的概念随着实践和理论的进展动态发展,其内涵不断丰盈。对公众参与的概念、目的及其基准的动态分析可以为公众参与的机制提供支撑。今天的公众参与概念更强调公众的广泛性和代表性,以及参与的深度和参与形式的多样性。公众参与可以更好地实现科学的价值、尊重人的权益和保障社会的公正,公众参与已成为科技活动伦理治理的必要环节。广泛的公众参与有利于更好地实现科技向善的目标,保障科技活动中的分配公正、回报公正和程序公正。公众参与科技活动伦理治理应当包含目标的制定、代表的选择、公众参与活动形式的设计,以及过程的公开透明。The advancement of science and technology is a critical factor that benefits the public and drives innovation.Therefore,it is essential to ensure that scientific and technical progress is supported and beneficial to the public.Public participation is indispensable in the ethical governance of science and technology activities.In this regard,the concept of public participation continuously evolves with the development of practice and theory,and its meaning constantly expands.Therefore,a dynamic analysis of public participation,purpose,and benchmarks can support the public participation mechanism.The current understanding of public participation emphasizes the broadness and representativeness of the public,the depth of participation,and the diversity of forms of participation.Public participation has become a necessary part of the ethical governance of scientific and technological activities to realize the value of science and technology better,respect individuals'rights and interests,and guarantee social justice.It is conducive to better learning the goal of Science for Good and safeguarding the distribution,retribution,and procedural justice in scientific and technological activities.Public participation in scientific and technical activities is critical to responsible governance.It ensures equitable distribution of benefits from scientific advancements by hearing all stakeholders.By promoting inclusivity,diversity,and depth of participation,we can work towards a more just and equitable society built on scientific knowledge and progress.When it comes to public participation in the ethical governance of science and technology,the design of the form of public participation activities,the selection of representatives,and the openness and transparency of the process are important considerations.Public participation activities should have clear objectives to achieve their intended goals effectively.When arranging a public participation initiative,it is essential to meticulously select public representatives to guarant
