数字治理学术话语与政策话语的变迁和比较

摘　　要：文章基于话语分析方法,依托数字治理生态理论,从学术话语与政策话语两个维度,探究数字治理话语建构过程。首先,确定数字治理领域核心关键词,采集数字治理政策与学术文献并提取文本中话语元素。其次,基于话语网络分析学术与政策话语在萌芽期、发展期、深耕期、成熟期的核心议题与变迁趋势。最终,构建综合趋势图,结合数字治理生态论进一步辨析比较二者关系,识别交互作用机制及中国数字治理生态演变路径。研究发现:在发展趋势、议题内容、关注领域具有一致性的同时,变迁过程中学术话语具有理论先行性,但实践过程中形成以政策话语为中心、学术话语为充实、二者互相参照的互动机制。研究识别了学术话语和政策话语互动的4个阶段并与数字治理生态理论相互印证。Using the method of discourse analysis and the ecological theory of digital governance,this paper ex⁃plores the process of digital governance discourse construction,focusing on academic and policy discourses.After identifying the core keywords in the field of digital governance,it retrieves digital governance policies and aca⁃demic literature and extracts discourse-related elements from the texts.Based on the discourse network,it analyzes the core issues and changing trends of academic and policy discourses in the stages of infancy,development,deep cultivation,and maturity.By developing a comprehensive trend chart,this study further analyzes the relationship between the two discourses based on the theory of digital governance ecology,and identifies the interaction mecha⁃nism and the evolution path of China's digital governance ecology.The results show that while there is consistency in development trends,topic content,and areas of concern,the academic discourse has theoretical foresight in the process of change.However,in the practical process,an interactive mechanism is formed that is centered on policy discourse,enriched by academic discourse,and mutually referenced between the two.The study identifies four stages of interaction between academic discourse and policy discourse and corroborates them with the ecologi⁃cal theory of digital governance.
