摘　　要：精准把握我国全民健身公共服务资源配置效率的地区差距及演进态势,是推动全民健身公共服务均等化的关键着力点。采用超效率SBM-Malmquist模型直观反映2016—2022年我国31个省、自治区、直辖市全民健身公共服务资源配置效率差距的时空分布格局,并运用σ收敛和β收敛剖析全民健身公共服务资源配置效率差距的演变趋势与收敛特征。结果表明,全民健身公共服务资源配置效率分布呈两极化态势,地区分布上呈中部地区>东部地区>西部地区的特征;我国全民健身公共服务资源配置效率受技术效率变化和技术进步变化的交叉作用影响,在样本考察期内呈现“W”型浮动趋势;全民健身公共服务资源配置效率差距随时间迁移收敛至稳态水平,地区发展水平、城镇化水平等因素对缩小地区效率差距均有不同程度的推动作用。基于此,应采取差异化全民健身发展路径,因地制宜配置全民健身公共服务资源;强化“全国一盘棋”系统共生理念,统筹区域全民健身事业协调发展;精准补位全民健身场地设施短板,优化全民健身公共服务资源配置结构。Accurately grasping the regional gap in the allocation efficiency of national fitness public service resources and its evolution trend is the key point to promote the equalization of national fitness public service in China.The super-efficiency SBM-Malmquist model is used to directly reflect the temporal and spatial distribution pattern of the gap of the resource allocation efficiency among 31 provinces(autonomous regions and municipalities)in 2016—2022,and the evolution trend and convergence characteristics of the efficiency gap are analyzed byσconvergence andβconvergence.The results showed that the distribution of the resource allocation efficiency of national fitness public service resource is polarized.the regional distribution shows the characteristics of central region>eastern region>western region;The efficiency of national fitness public service resource allocation is affected by the cross effect of technological efficiency change and technological progress change,showing the“W”floating trend during the period;the efficiency gap of national fitness public service resource allocation shifts to the steady level with time,and the regional development and urbanization level can reduce the regional efficiency gap.Based on this,differentiated development path of national fitness should be adopted to allocate public service resources of national fitness according to local conditions;strengthen the symbiotic concept o“f national chess game”system,coordinate the coordinated development of regional national fitness undertakings;accurately complement the short board of national fitness facilities,and optimize the allocation structure of national fitness public service resources.
