校院关系视角下的大学内部经费配置逻辑研究

摘  要:校院关系视角下,大学内部经费包括保障性经费和竞争性经费,其配置可以分为决策效率、组织公平和战略导向三种管理目标导向下的模式。本文在理论上探究大学内部经费配置的逻辑,并利用216名大学中层管理者的问卷数据进行实证检验。研究发现,保障性经费配置受决策效率的正向影响,但不受组织公平和战略导向的直接影响;竞争性经费配置受决策效率、组织公平和战略导向的正向影响。对此,本文建议:推动理念更新,拓展大学内部经费配置多重路径;争取政策支持,优化保障性经费配置调节机制;强化制度保障,促进决策效率和组织公平协调发展。Drawing on the university center-subunit relationship,funds allocated in the university can be categorized into general funds and competition-based funds.The configuration mode of fund allocations can be delineated into decision-making efficiency,organizational equity,and strategic orientation.This article explores the logic of internal funding allocation in universities in theory,followed by an empirical examination of this framework using data from 216 mid-level university administrators.Research has found that the allocation of general funds is positively influenced by decision-making efficiency,but not directly influenced by organizational equity and strategic orientation;The allocation of competition-based funds is positively influenced by decision-making efficiency,organizational equity,,and strategic orientation.As a result,universities should(1)opt for multiple values and therefore diversified approaches to fund allocations,(2)seek policy support for optimizing allocation of general funds,and(3)provide institutional guarantees to strengthen the connection between decision-making efficiency and organizational equity.
