摘 要:针对国际海事组织正在修订中的有关船舶生活污水处理装置的环保决议,提出合理化修改建议。通过溯源研究、试验数据分析、试验方法比对等措施,重点梳理、分析拟修订草案中的型式试验条件、试验方法、样本检测及有待澄清的技术条款等。切实找到船舶生活污水处理装置排出物不合格率高的主要原因,从源头上解决目前存在的型式试验要求与实船应用之间的不匹配性问题。在新环保决议生效之前,提前做好、做实基础技术研究,有助于制定出更加合理、完善的新环保决议,提高船舶生活污水防污染水平。In view of the IMO is revising the environmental protection resolution on the ship’s sewage treatment plants,the reasonable technical suggestions were put forward.Through traceability research,test data analysis,test method comparison and other measures,the type test conditions,test methods,sample testing and technical provisions to be clarified in the proposed revised draft were mainly sorted out and analyzed,and the main reasons for the high unqualified rate of effluent from marine domestic sewage treatment devices were effectively found,so as to solve the problem of mismatch between type test requirements and real ship applications from the source.Before the new environmental protection resolution takes effect,doing basic technical research in advance is helpful to formulate a more reasonable and perfect new environmental protection resolution and improve the pollution prevention level of ship domestic sewage.
