数据要素集聚对企业新质生产力发展的影响研究

摘　　要：数据要素赋能企业新质生产力是助力中国经济高质量发展的关键议题。基于2011—2022年中国上市公司面板数据,以2016年设立国家级大数据综合试验区(简称“大数据试验区”)作为准自然实验,考察了数据要素集聚对企业新质生产力的影响。研究发现,大数据试验区的设立有效激发了企业的新质生产力发展动力,这一结论经过一系列检验后依旧稳健,充分展示了数据要素集聚在中国数字经济发展初级阶段对于企业新质生产力发展的影响;大数据试验区政策的实施显著提高了企业生产要素质量,改善了企业供应链稳定性,并且能够吸引数字化人才形成空间集聚,产生知识溢出效应,从而有效地提高企业新质生产力水平;数据要素集聚能够更好地促进非国有企业、数字化程度较高行业企业以及东部地区企业的新质生产力水平。基于研究结论,建议提升大数据试验区政策力度,因地制宜打造差异化政策体系;同时,优化内外部环境配套,赋能企业高质量发展。Empowering enterprises with data elements to enhance new quality productive forces is a crucial issue for promoting high-quality economic development in China.Based on panel data from Chinese listed companies from 2011 to 2022,the National Big Data Comprehensive Pilot Zones(referred to as“Big Data Pilot Zones”)established in 2016 is selected as a quasi-natural experiment to examine the impact of data element agglomeration on new quality productive forces in enterprises.It is found that the launch of Big Data Pilot Zones effectively stimulates the development of new quality productive forces in enterprises.The conclusion remains robust after a series of tests,fully demonstrating the impact of data element agglomeration on the development of new quality productive forces in enterprises within the context of China’s digital economy.Mechanism tests reveal that the implementation of the Big Data Pilot Zones policy significantly improves the quality of production factors,enhances the stability of enterprise supply chains,and attracts digital talent,leading to spatial agglomeration and knowledge spillover effect,thereby effectively enhancing the level of new quality productive forces in enterprises.Heterogeneity tests show that the Big Data Pilot Zones more effectively promote the level of new quality productive forces in non-state-owned enterprises,enterprises in highly digitized industries and enterprises in eastern region.Based on the research conclusions,it is recommended to enhance the policy intensity of the Big Data Pilot Zones and create a differentiated policy system according to local conditions;meanwhile,optimize the internal and external environment to enable high-quality development of enterprises.
