摘　　要：[研究目的]随着全球瞪羚企业呈现出地域链接扩张化与核心节点集中化的发展趋势,培育具有高成长性的瞪羚企业已成为各省市以新产业、新业态、新模式引领产业经济高质量发展的重要手段,有效培育高成长性的瞪羚企业,是各省市中心城区加大瞪羚企业支持力度和创新维度的重点。[研究方法]运用文献总结和案例分析的研究方法,探讨了国内外代表性中心城区在科技孵化方面的发展经验,通过伦敦金丝雀码头、奇斯威克园区和旧金山使命湾的案例展示,分析了如何实现“生产、生活、生态”的三生融合和以产学研升级传统产业的瞪羚企业培育实践范式;通过北京“淡马锡模式”和深圳“多家赛马”战略,总结了国内大都市如何依托国有资本提速科技孵化的相关经验。[研究结论]从伦敦、旧金山等国际案例和北京、深圳等国内经验来看,黄浦区依托中央科创区、科技孵化器等科创发展战略布局,为打造上海深化国际科技创新中心建设的重要服务区和特色功能区扮演了重要的角色。未来上海市中心城区需要搭建生物大数据平台等未来产业联合体,贯彻国家“人工智能+”行动部署,在中心城区率先打造具有全球影响力的医学人工智能产业发展高地,并探索联合创新、创新“特殊招引”与“离岸孵化”等机制吸引顶级科技人才,持续厚植“科技回归都市”的科技土壤。[Research purpose]With the global trend of gazelle enterprises showing expansion of regional links and concentration of core nodes,cultivating gazelle enterprises with high growth potential is becoming an vital goal for all provinces and cities to lead the high-quality development of industrial economy with new industries,new formats,and new models.Effective cultivation of high-growth gazelle enterprises is the focus of increasing the support and innovation dimension of gazelle enterprises in downtown areas of provinces and cities.[Research method]This article uses literature review and case study,taking Canary Wharf,Chiswick Park in London and the Mission Bay in San Francisco as examples,to demonstrate how the central cities can achieve the integration of“production,life,and ecology”and the cultivation practice paradigm of gazelle enterprises upgrading traditional industries through the integration of industry,university and research.Taking the“Temasek model”in Beijing and the“horses racing”model in Shenzhen as examples,it explores how to rely on state-owned capital to accelerate technology incubation.[Research conclusion]From international cases such as London and San Francisco,as well as domestic experiences such as Beijing and Shenzhen,Huangpu District relies on the strategic layout of the Central Innovation Zone and technology incubators to actively contribute to building an important service area and characteristic functional area for deepening the construction of international center for technology and innovation in Shanghai.It is necessary to establish a future industrial consortium such as a biological big data platform,implementing the national“AI+”action deployment,and taking the lead in creating a globally influential medical artificial intelligence industry development highland in the central urban area.Furthermore,through the exploration of joint innovation,and innovation mechanisms such as“special attraction”and“offshore incubation”,it is attracting top scientific and techno
