摘 要:基于史密斯政策执行过程模型,对中小学体育教育促进青少年学生体质健康发展的困境与径路进行研究。研究发现,当前,我国中小学体育教育促进青少年学生体质健康发展的困境为:政策本体系统性欠缺,执行标准模糊;执行主体协同性不畅,执行监督不力;目标群体功利性突出,执行态度偏离;政策环境失衡性明显,资源保障不足。中小学体育教育促进青少年学生体质健康的径路:优化政策顶层设计,细化政策执行标准;加强执行主体协同联动,提高政策监管力度;提升目标群体政策认同,构建有效的激励机制;改善政策实施环境,加大执行资源保障。The dilemmas and pathways of physical education in primary and secondary schools to promote the physical health of adolescent students are examined based on Smith policy implementation process madel,The study finds that at present the dilemmas of promoting the physical health of adolescent students in primary and secondary physical education in China are reflected with many factory,including lack of systematicity of the policy ontology and ambiguous implementation standards;poor synergy of the implementation body and ineffective supervision of the implementation;prominent utilitarianism of the target group and deviation of the implementation attitudes;and obvious imbalance in the policy environment and insufficient guarantee of the resources.Based on the above statement,we propose the following ways to promote the physical health of young students through physical education in primary and secondary schools,including optimizing the top-level design of the policy and refining the policy implementation standards;strengthening the synergy of the implementation body and improving the supervision of the policy;enhancing the recognition of the policy by the target group and building an effective incentive mechanism;and improving the policy implementation environment and increasing the guarantee of the implementation resources.
