文化暗战:中情局与“文化自由大会”的冷战布局

摘　　要：作为中情局幕后运作的文化冷战工程的组织者和核心渠道,“文化自由大会”以欧洲为重镇,并将触角延伸至亚洲、拉丁美洲和非洲等地区,分别设立了国别委员会,举办系列国际会议并创办相关期刊。凭借中情局的隐蔽资金支持,“文化自由大会”以国别委员会网络、国际会议网络(包括研讨会等)和期刊网络为抓手,构筑起一个遍布全球的文化冷战体系,其中期刊网络是“文化自由大会”推进文化冷战的主要阵地。依托全球网络的布建,“文化自由大会”成为中情局铺展隐蔽文化冷战的组织载体和政治工具。从根本上讲,中情局与“文化自由大会”的关系是以中情局的隐蔽资金为支撑、以“文化自由大会”的冷战宣传为表现形式的一种隐蔽行动。As an important organizer and core channel of the Cultural Cold War project operated behind the scenes by the Central Intelligence Agency(CIA),the Congress for Cultural Freedom(CCF)focused on Europe,and extended its reach to Asia,Latin America and Africa,setting up national committees,organizing international conferences and launching journals.With the hidden financial support of the CIA,with national committee network,international conference network(including seminars,etc.)and journal network as its tools,the CCF built a global Cultural Cold War system,and the journal network was the main position of CCF to promote the Cultural Cold War.Relying on the global network,the‘Congress for Cultural Freedom'has become the organisational vehicle and political tool for the CIA to spread its covert cultural cold war.In essence,the CIA's relationship with the CCF was covert action supported by CIA's secret funds and expressed in the Cold War propaganda of the CCF.
