数字治理培育新质生产力的理论逻辑、现实困境与实现路径

摘　　要：新质生产力的提出是历史发展的必然和马克思主义中国化的创新成果。本文从数字治理对新质生产力培育的内在逻辑、影响机理和现实困境出发,提出提升数字治理能力是发展新型劳动资料的重要基础,健全的数字治理体系有助于催生新型劳动对象,培育新型劳动者需要不断提升数字治理能力。当前数字治理短板影响新质生产力发展主要表现在,数字治理的发展基础还需要继续强化,国内数据要素的市场化机制尚未完全成型,参与国际数字规则制定的话语权有待提升。据此,应该从夯实数字治理基石、健全数据要素市场化机制、积极参与数字治理领域国际规则制定等角度推动新质生产力发展。The proposal of new quality productive forces is a historical necessity and an innovative result of Marxism’s Chineseization.This paper starts from the intrinsic logic,influencing mechanism,and realistic predicaments of digital governance in nurturing new quality productive forces,and fi nds that enhancing digital governance capacity is an important foundation for developing new types of labor instruments,and a sound digital governance system can stimulate new types of labor objects and nurture new types of laborers by constantly improving digital governancelevels. The main shortcomings of digital governance that hinder thedevelopment of new quality productive forces at present mainly lie inthe need to further strengthen the development foundation of digitalgovernance, the domestic marketization mechanism of data elements hasnot yet fully formed, and the right to participate in the formulation ofinternational digital rules needs to be improved. Accordingly, the authorproposes that new quality productive forces should be promoted fromthe perspectives of consolidating the foundation of digital governance,establishing a market-based mechanism for data elements, and activelyparticipating in the formulation of international rules in the fi eld of digitalgovernance.
