摘　　要：终期验收背景下“双高计划”面临再认知的必要性。文章从验收指标和实施结果两个角度对“双高计划”进行了全面梳理和深入分析,认为“双高计划”终期验收呈现出“任务完成”“扶优扶强”“总量堆积”三大特征;“双高计划”推动高等职业院校形成二元结构、层次擢升、类型建构三个趋向;“双高计划”实施过程中呈现出三大弊端。在以上认知基础上,对“双高计划”进行再审视,提出“双高计划”中经费投入的基础性功能与效率、“双高计划”是否具有普遍性指导意义与价值两个重要命题;并对实施新一轮“双高计划”提出“秉持合理期待、回归教育初心”等思考与建议。In light of final acceptance evaluations,the"Double High Plan"faces the necessity of re-examination.The article comprehensively sorts out and deeply analyzes the plan from the perspectives of acceptance indicators and implementation results,identifies three major characteristics of the final acceptance phase:task completion,supporting excellence and strength,and total accumulation,highlights three trends in higher vocational colleges:binary structure formation,hierarchical advancement and typological construction,and also reveals three shortcomings in the plan’s implementation.On the basis of the above cognition,the"Double High Plan"was re-examined,and two important propositions are proposed:the fundamental function and efficiency of funding investment in the plan,and whether the plan has universal guiding significance and value.Additionally,it offers reflections and recommendations for a new round of the"Double High Plan":upholding reasonable expectations and returning to the original intention of education.
