摘 要:目的旨在构建公立医院行政后勤岗位价值评价指标体系,为后续绩效评价及薪酬改革提供工具。方法应用文献调查、焦点小组访谈、要素计点法形成指标池,以广州某公立医院(下称为S医院)为例,通过德尔菲专家咨法询确定评价体系指标。结果在两轮德尔菲专家咨询中,回复率分别为87.5%和100.0%。专家权威程度为0.812,第一轮及第二轮的Kendall’s W协调系数分别为0.796和0.624,0.747和0.918,P均小于0.001;变异系数分别为0.157~0.265、0.108~0.230;专家提出4条修改意见,最终删除1个二级指标,调整3个二级指标定义,形成4个一级指标和12个二级指标的评价体系。结论该评价体系可为后续绩效评价提供工具和经验,助力公立医院薪酬改革,促进高质量发展。Objective To develop a value evaluation index system for health management and logistics positions in public hospitals,providing a research tool for future performance evaluations and salary reform.Methods Literature review,focus group interviews,and the point-factor method were employed to establish an initial index pool.A public hospital in Guangzhou was selected as a case study.Delphi expert consultation was then utilized to refine and finalize the indicators for the evaluation system.Results For the two rounds of Delphi expert consultation,the response rates were 87.5% and 100.0%,with the expert authority coefficient of 0.812.The Kendall’s W coordination coefficients were 0.796 and 0.624 for the first round,and 0.747 and 0.918 for the second,(all<0.001).The coefficients of variation ranged from 0.157 to 0.265 for the first round and from 0.108 to 0.230 for the second round.Experts provided four suggestions,leading to the removal of one secondary indicator and modifications to the definitions of three others.Finally,the evaluation system consists of 4 primary indicators and 12 secondary indicators.Conclusion This system can provide a research tool and reference for the follow-up performance evaluation,improve the salary reform of public hospitals,and promote the high-quality development of public hospitals.
