新时代“枫桥经验”的治理逻辑与信任塑造

摘　　要：为有效应对基层社会中的信任瓦解,新时代“枫桥经验”要依据治理逻辑和指导思想以建构制度信任。新时代“枫桥经验”的治理逻辑体现为形成共建共治共享的基层治理图景,实现“矛盾就地化解”“健全自治、法治、德治、智治融合的城乡基层治理体系”“平安中国建设”等三阶治理目标。新时代“枫桥经验”的指导思想包括习近平法治思想、“四治融合”思想和人本思想,在这些思想的指导下,新时代“枫桥经验”的制度信任塑造路径包括重构符合良法标准的基层社会规范,培育基层民众理性表达和参与的规则意识,促进基层社会调解纠纷的法德融合。To effectively address the disintegration of trust in grassroots society,the“Fengqiao Experience”in the new era must build institutional trust based on governance logic and guiding principles.The governance logic of“Fengqiao Experience”in the new era is reflected in creating the grassroots governance system of collaboration,participation and common interests,and is committed to realizing the three-tiered goals of“resolving conflicts in the first instance”,“establishing a robust urban-rural grassroots governance system that integrates self-governance,rule of law,moral governance,and intelligent governance”,and“the Peaceful China Initiative”.Guided by Xi Jinping Thought on Rule of Law,the idea of integration of the four types of governance and the people-centered philosophy,the path to building institutional trust in the“Fengqiao Experience”in the new era is to reformulate the grassroots social norms in line with the standards of good law,cultivate a sense of rules among the populace for rational expression and participation,and promote the harmonious integration of legal and ethical approaches in grassroots dispute resolution.
