软硬兼施、惩防兼备:清廉民企建设的有效路径探析——基于S公司反腐倡廉的个案考察

摘　　要：民营企业内部贪腐问题是其发展的重要阻碍之一。在党和国家大力支持民营企业发展和民营企业内部贪腐问题层出不穷的双重时代背景下,S公司走出了一条独特且卓有成效的反腐倡廉之路。S公司通过多种形式开展廉洁思想教育和廉洁企业文化建设;通过建章立制划定企业廉洁红线、设立部门构建反腐败协调机制、融合党的建设和廉洁建设开展廉洁行动以构建公司廉洁制度体系。在文化宣教和制度建设之外,S公司以与公检法部门廉洁共建为契机引入外部专业力量在企业内部开展腐败调查,运用数字化技术手段建立数字廉洁监察系统,实现惩治腐败与预防腐败的一体化推进。基于S公司反腐倡廉的案例能够发现,可以从建立现代企业制度、加强民营企业党的建设、开展廉洁教育宣传、寻求外部专业指导、运用数字化技术手段、对关键岗位员工实行高薪养廉等方面入手推动清廉民企建设。Corruption in private enterprises is one of the major obstacles to their development.Against the dual background of the strong support for private enterprises by the CPC and Chinese government,and the endless corruption problems within the private enterprises,Company S has embarked on a unique and effective way to fight corruption and advocate integrity.It has carried out the education against corruption and the construction of clean enterprise culture through various forms.For example,it established rules and regulations to delineate the red line of enterprise integrity,set up departments to build anti-corruption coordination mechanism,and combined the party construction with the integrity advocacy to build a clean corporate system.In addition to cultural education and institutional construction,Company S seized the opportunity of collaborating on integrity advocacy with the public security organs,procuratorial organs and people’s courts to introduce external professional forces for conducting corruption investigation inside the company.By means of digital technology,it established a digital integrity supervision system,so as to realize the integration of punishing corruption and preventing corruption.Drawing from the anti-corruption and integrity advocacy case of Company S,it can be found that the construction of clean private enterprises can be promoted from the aspects of establishing a modern corporate system,strengthening the CPC construction in private enterprises,initiating integrity education and publicity,seeking external professional guidance,leveraging digital technology means,and implementing high salary incentives for key employees to maintain integrity.
