摘  要:在黄河流域生态保护中,府际协同治理是解决流域内生态污染跨区域传输的有力工具,是推进黄河流域生态保护与高质量发展的现实助力。运用社会网络分析法,借助ArcGIS软件对黄河流域府际生态保护协同治理网络进行刻画。同时,使用UCINET软件从整体指标、个体指标、核心-边缘结构三个方面分析了黄河流域生态保护府际协同治理网络格局的演化特征。研究发现:黄河流域内行政主体间的府际协作持续深化,逐渐形成“协作小团体”;流域生态保护府际协同治理网络日趋复杂,逐渐由双边转向多边协作;甘肃省处于协同治理网络的核心位置,且起到“中间人”作用;协同治理网络存在明显的“核心-半边缘-边缘”结构特征,半边缘区逐渐扩大。In the ecological protection of the Yellow River Basin,intergovernmental collaborative governance is a powerful tool to solve the cross-regional transmission of ecological pollution in the basin,and a realistic aid to promote the ecological protection and high-quality development of the Yellow River Basin.In this paper,social network analysis is applied to portray the inter-facility collaborative governance network of ecological protection in the Yellow River Basin with the help of ArcGIS software.At the same time,the evolutionary characteristics of the inter-faculty collaborative governance network pattern of ecological protection in the Yellow River Basin were analysed from three aspects:overall indicators,individual indicators,and core-edge structure using UCINET software.The study found that:the inter-governmental collaboration among administrative subjects in the Yellow River Basin continues to deepen,gradually forming a"collaborative group";the inter-governmental collaborative governance network for ecological protection in the basin is becoming more and more complex,and the cohesion is gradually improving;Gansu Province is at the core of the collaborative governance network and plays the role of a"mediator";the synergistic governance network has obvious structural characteristics of"core-semi-marginal-peripheral",and the semi-marginal area is gradually expanding.
