政策工具视角下高校毕业生就业政策分析与发展策略研究--以近十年教育部工作要点为例

摘　　要：文章基于就业政策工具和就业政策内容构建二维分析框架,对2012年至2022年十年间教育部工作要点内容进行计量和挖掘。研究发现,就业政策工具和政策内容之间“任务—手段—效果”的耦合推动了十年间高校毕业生就业工作有序开展,但与此同时存在着就业政策工具配置欠佳,政策内容偏好不均,两者之间缺乏有效组合差异等问题。最后,从促进就业政策工具的结构合理,提高就业政策内容的要素均衡,推动两者之间的科学适配三个方面提出了建议。This study builds a two-dimensional analysis framework based on employment policy tools and employment policy contents,and measures and excavates key work contents of the Ministry of Education during the decade from 2012 to 2022.It is found that the“task-means-effect”coupling between employment policy tools and policy contents has promoted the orderly development of the employment work of college graduates in the past ten years,but at the same time,there are problems such as poor allocation of employment policy tools,uneven preference for policy contents,and lack of effective combination difference between the two.Also suggestions are put forward from three aspects:1st,promoting the rational structure of employment policy tools;2nd,improving the element balance of employment policy content;and 3rd,promoting the scientific adaptation between them.
