摘 要:党的二十届三中全会确立继续完善和发展中国特色社会主义制度、推进国家治理体系和治理能力现代化的总目标。基层领导干部激励机制创新是国家治理体系和治理能力现代化的重要内容。基层干部是与人民群众密切联系的治理主体,作为保持党和人民群众血肉联系的桥梁,是贯彻党执政方针的实践者,是基层治理最前线的践行者,更是造福人民群众的领路者和建设者,基层领导干部的工作能力和水平直接影响着经济社会发展和人民群众的切身利益。当前基层领导干部在培训、物质、精神、晋升、保障和监督等方面存在问题,政绩观偏差、经济薄弱、激励机制不畅是问题之主因,应当要从加强思想认识、拓宽经济渠道、激发内在活力、健全选拔任用和完善监督体系等几个方面的激励机制加以创新,旨在推进治理现代化背景下的基层领导干部在基层为民服务中实现依法自我管理、自我服务、自我教育、自我监督。The Third Plenary Session of the 20th Central Committee of the Communist Party of China established the overall goal of continuing to improve and develop the socialist system with Chinese characteristics,and promoting the modernization of the national governance system and governance capacity.The innovation of incentive mechanisms for grassroots leading cadres is an important aspect of modernizing the national governance system and governance capacity.Grassroots cadres are the governing entities closely connected with the people.As the bridge that maintains the flesh and blood connection between the Party and the people,they are the practitioners who implement the Party's governing policies,the frontline practitioners of grassroots governance,and the leaders and builders who benefit the people.Whether grassroots leading cadres do well or not directly affects economic and social development and the vital interests of the people.At present,there are problems in the training,material,spiritual,promotion,guarantee,and supervision of grassroots leading cadres.The main reasons for these problems are the deviation of performance views,weak economy,and ineffective incentive mechanisms.Innovative incentive mechanisms should be established in several aspects,such as strengthening ideological understanding,expanding economic channels,stimulating internal vitality,improving selection and appointment,and perfecting the supervision system.The aim is to promote the self-management,self-service,self-education,and self-monitoring of grassroots leading cadres in serving the people at the grassroots level under the background of modernization of governance.
