数字赋能弱势群体就业评价指标体系研究——基于湖南省调查数据

摘　　要：本研究挖掘数字鸿沟在弱势群体就业中的深层次影响,构建了一套科学的数字赋能就业评价指标体系,对促进社会就业公平、充分释放新质生产力潜能与实现共同富裕具有重要意义。通过TDL模型、主成分分析和层次分析法,确定数字思维、数字生活、数字学习、数字认知、数字创新、数字技能六大关键胜任力,并运用扎根理论和NVivo 11对访谈文本进行深入分析。从数字赋能视角建立基于弱势群体就业的数字世界前景素描即数智胜任力评价指标体系,涵盖数字联想、数字人、数字生存、社交媒体、数字消费、数据分析、数字营销、数字工具应用等14个维度。该就业评价指标体系对测量弱势群体就业质量与培育其就业潜能具有方向性与结构性的指导价值。It is of great significance to explore the deep-seated impact of the digital divide on the employment of vulnerable groups,and construct a set of scientific evaluation index systems for digitally empowered employment,which is of great significance for promoting social employment equity,fully releasing the potential of new quality productivity and achieving common prosperity.Through TDL model,principal component analysis and analytic hierarchy process,the six key competencies of digital thinking,digital life,digital learning,digital cognition,digital innovation,and digital skills were determined,and the interview text was analyzed in depth using grounded theory and NVivo 11.From the perspective of digital empowerment,a digital world prospect sketch based on the employment of vulnerable groups was established,i.e.,an evaluation index system of digital intelligence competency,covering 14 dimensions,including digital association,digital human,digital survival,social media,digital consumption,data analysis,digital marketing,and digital tool application.The employment evaluation index system has directional and structural guiding value for measuring the employment quality of vulnerable groups and cultivating their employment potential.
