数字技术赋能海洋“体旅文”融合发展的理论逻辑、现实困境与优化策略

摘　　要：运用文献资料法、逻辑分析法,对数字技术赋能海洋“体旅文”融合发展现状和理论逻辑进行分析,审视其在融合发展过程中的现实困境。具体表现:针对性政策体系不完善,缺乏一定主导效力;产业链间数据传输不畅及信息不对称,阻碍供需精准对接;数字基建规模不足,传统基建无法顺利实现数字化转型;数字化人才短缺,人才效能羸弱。其优化策略为:从加快海洋“体旅文”数字制度建设,落实保障政策;加强产业链数据应用能力,建立专门的数据库和需求清单;明确数据设施建设,保障海洋“体旅文”基建资金;加大科技投入,打造海洋“体旅文”复合型人才队伍。By using the method of documentation and logical analysis,this paper analyzes the current situation and theoretical logic of the integrated development of Marine“physical tourism and culture”enabled by digital technology,and examines its realistic difficulties in the process of integrated development.Specifically,the targeted policy system is not perfect and lacks certain leading effects;Poor data transmission and asymmetric information between industrial chains hinder the accurate docking of supply and demand;The scale of digital infrastructure is insufficient,and traditional infrastructure cannot successfully achieve digital transformation;Digital talent shortage,talent effectiveness is weak.The optimization strategies are as follows:to accelerate the construction of the digital system of Marine“body travel and culture”and implement the safeguarding policy;Strengthen the industrial chain data application capacity,establish a special database and demand list;Clarify the construction of data facilities and guarantee the infrastructure funds of Marine“physical tourism and culture”;Increase investment in science and technology,and build a composite talent team of Marine“physical travel and culture”.
