“挂钩联系”制度的概念特征、实践形态与运行机理——基于Z市推进解决“安置房办证难”问题的实证考察

摘　　要：“挂钩联系”制度既是促进治理联动与协同的有效途径,也是内嵌于本土治理体系的有益补充。对“挂钩联系”制度进行系统性理论建构,从基本定义、结构特征、价值导向等三个方面着手阐释其概念内涵,并基于“任务情境-制度约束力”的类型矩阵将“挂钩联系”的实践形态划分为督促检查型、调查研究型、工作指导型、联系走访型等四种类型。在此基础上,以Z市推进解决“安置房办证难”问题为案例,从动态视角尝试提出“挂钩联系”制度运行机制的解释模型。研究发现,“挂钩联系”制度由上下联动机制、条块协同机制、齐抓共管机制、双向驱动机制组成,遵循“政治动员-对话场域搭建-治理共同体塑造-协同治理运作”的过程路径,其与科层结构的有机结合能够推动政策落地与难题化解。这一制度兼具结构稳定性和操作灵活性,是一种适切基层实际的治理安排。Liaison system institution serves as an effective way to enhance governance linkage and coordination,functioning as a beneficial supplement within the local governance framework.A systematic theoretical framework for the linkage system can be elaborated from three aspects:basic definition,structural characteristic and value orientation.Utilizing a type matrix of"task context-institutional binding force",this paper categorizes the practical forms of liaison system into four types:supervision and inspection type,investigation and research type,work guidance type,and contact and visit type.Furthermore,this paper examines"Z City's efforts of promoting to solve the problem of difficulty in obtaining certifcates for resettlement housing"as a case study,attempting to put forward an interpretive model of the operation mechanism of liaison system from a dynamic perspective.This paper has found that liaison system consists of vertical linkage mechanism,stripe-block coordination mechanism,joint management mechanism,and bidirectional mechanism.It follows the process path of"political mobilization-dialogue field construction-governance community shaping-synergetic governance operation".The organic combination of liaison system with the bureaucratic structure can promote policy implementation and problem resolution,exhibiting both structural stability and operational flexibility.It is an appropriate governance arrangement for grassroots practice.
