摘  要:客观公正的科技人才评估机制对推动科技创新具有重要意义。科技人才评估理念转变的实质是科研范式转变结果。综合采用文献分析、政策文本分析、调研访谈等方法,梳理汇总江苏部分高校和科研院所在科技人才评估体系构建方面实践经验,围绕评估理念、评估主体、评估标准、评估方式等关键要素对江苏科技人才评估机制进行系统研究。结果发现:江苏高度重视科技人才评估机制改革,以质量、绩效、贡献为核心的评估理念更加突出;以科研、教学、服务为基石的多维评估体系更加全面;以学科属性和岗位类型为原则的分类评估标准更加鲜明;评估要素及政策主体间联动性、评估理念落地实施力度、各评估主体权责界定、评估结果应用等几个方面仍需改进。基于此,从国家层面、科研单位层面、个人层面提出推动科技人才评估理念上树立新风,通过明晰各评估主体的权责义探索形成多元化、权利结构更加科学化的评估体系,在评估标准上细分类,形成量质并进、个人和团队评估相结合的综合评估方式,推动评估结果去利益化等相关建议,以期为江苏高校科研院所科技人才评价机制改革提供启示与借鉴。An objective and fair assessment mechanism for scientific and technological talents is of great significance in promoting scientific and technological innovation.The essence of the change in the concept of scientific and technological talents assessment is the result of the change in scientific research paradigm.By employing methods such as literature review,policy text analysis,and survey interviews,this study compiles and summarizes the practical experiences of some universities and research institutions in Jiangsu in constructing scientific and technological talent evaluation systems.It systematically investigates the talent evaluation mechanisms in Jiangsu,focusing on key elements such as evaluation concepts,evaluation entities,evaluation criteria,and evaluation methods.The results show that Jiangsu attaches great importance to the reform of the evaluation mechanism for scientific and technological talents.The evaluation concept with quality,performance,and contribution as the core is more prominent;the multi-dimensional evaluation system based on scientific research,teaching and service is more comprehensive;the classification evaluation standards based on subject attributes and job types are more distinct.However,the linkage between evaluation factors and policy subjects,the implementation of evaluation concepts,the definition of rights and responsibilities of each evaluation subject,and the application of evaluation results still need further improvement.Based on this,recommendations are proposed at the national,institutional,and individual levels to promote a new ethos in the evaluation of scientific and technological talents,clarify the rights and responsibilities of various evaluation entities,and explore the development of a more diversified and scientifically structured evaluation system.These include refining evaluation criteria through detailed classification,adopting a comprehensive approach that balances quantity and quality while combining individual and team evaluations,and depoliticizing evalua
