高校基础研究供给推动新质生产力发展的实现机制——基于探索性案例与组态分析的研究

摘　　要：高校作为中国基础研究的主要主要载体,是推动中国实体经济部门高质量发展,构建中国特色创新体系的关键动力,然而,高校基础研究供给究竟如何推动促进新质生产力发展等问题,仍待更进一步的理论诠释与机理探索。为此,基于中国式现代化理论开展一项探索性案例与组态分析的混合研究,揭示了新质生产力的理论内涵、结构维度与观测方式,发现高校基础研究供给能够立足知识载体的蓄水池效应,通过“知识池”与“人才池”的知识转移过程推动实体经济部门高质量发展与和谐社会构建,促进新质生产力发展,且数字经济发展是这一实现机制过程中的重要边界条件,并分别从人才集聚和资源集聚视角,提出了两种高绩效新质生产力发展方案。根据研究结论,建议政府部门加强顶层设计与加大财政支持力度,进一步打造基础研究核心竞争力,攻克“卡脖子”问题,以加快发展新质生产力。As the main carrier of basic research in China,universities are the key driving force for promoting the high-quality development of China's real economy and building an innovation system with Chinese characteristics.However,questions such as how does the supply of basic research in universities promote the development of new quality productive forces still need further theoretical interpretation and mechanism exploration.To this end,this paper conducts a mixed study of exploratory case and configuration analysis based on the theory of Chinese-style modernization,the theoretical connotation,structural dimension,and observation method of new quality productive forces are revealed and it finds that the supply of basic research in universities can be based on the reservoir effect of knowledge carriers,promote the high-quality development of the real economy and the construction of a harmonious society through the knowledge transfer process between the knowledge pool and the talent pool,and promote the development of new quality productive forces,while the development of digital economy is an important boundary condition in the process of realizing this mechanismFurther,from the perspectives of talent aggregation and resource aggregation,two high-performance new quality productive forces development plans are proposed.Based on the research conclusions,it is recommended that government should strengthen top-level design and financial support,further build the core competitiveness of basic research,and overcome the bottleneck problem to accelerate the development of new quality productivity.
