摘　　要：炼化企业生产过程复杂,涉及介质大多易燃易爆、高温高压,存在技术工艺和操作条件要求苛刻,极易发生安全生产事故。安全生产是炼化企业可持续发展的基础,生产过程中在运用先进技术、提高设备安全性的同时,更要提高员工的安全意识,减少人的不安全行为,提高企业的安全管理水平。论述了炼化企业通过对人的不安全行为治理,提高安全意识,降低人为因素引发的安全生产事故。The production process of refining and chemical enterprises is complex,involving inflammable and explosive media,high temperature and high pressure,and there are strict requirements of technology and operating conditions,which is prone to safety accidents.Safety in production is the basis of sustainable development of refining and chemical enterprises.In the production process,while using advanced technology to improve the safety of equipment,it is more important to improve the safety awareness of employees,reduce people’s unsafe behaviors,and improve the safety management level of enterprises.This paper discusses how to improve safety awareness and reduce safety accidents caused by human factors in refining and chemical enterprises through the governance of human unsafe behaviors.
