摘　　要：推动经济社会全面绿色转型发展是实现高质量发展的关键环节。票据市场作为金融体系的重要组成部分,在支持绿色低碳转型发展方面具有独特优势。然而,当前绿色票据业务发展仍处于初期探索阶段,面临识别标准不统一、统计不完善、激励约束机制不足等问题。为此,建议加强顶层设计,出台专门的绿色票据识别标准,完善统计框架,建立健全激励约束机制,同时发挥票据市场基础设施的作用,强化绿色票据信息化、数字化建设。通过这些措施,可以促进绿色票据业务的发展,引导更多资金投向绿色低碳领域,推动经济社会的全面绿色转型。Promoting a comprehensive green transformation of the economy and society is a key part of realizing high-quality development.As an important part of the financial system,the bills market has unique advantages in supporting the development of a green low-carbon transformation.However,the current development of a green bills market is still in the early exploration stage,facing problems such as inconsistent identification standards,imperfect statistics,and insufficient incentives and constraint mechanisms.This article recommends a strengthening of top-level design,the introduction of special identification standards for green bills,an improvement of the statistical framework,and the establishment of a sound incentive and constraint mechanism.It also calls for greater efforts to promote green bills market informationization and digitization,noting that this can guide investments into green and low-carbon areas,thereby aiding the overall green transformation of the economy and society as a whole.
