摘  要:“英才计划”是培养青年科技创新人才、实施创新驱动发展战略不可或缺的一环。自2013年“英才计划”启动,各试点城市和高校积极响应,动用大量教育资源,“英才计划”的地方经验逐渐涌现。为探索广州市中学生“英才计划”的实施效果,研究基于政策文本分析、专家咨询以及问卷调查,设计和验证了“英才计划”实施效果评估指标体系,将其用于衡量广州市该政策的实施效果并对其效果现状进行解释,以期推动“英才计划”政策理论和实践发展。The National Scientific and Technological Innovation Talent Training(NSTITT)Program is an indispensable part of cultivating young scientific and technological innovative talents and implementing the innovation-driven development strategy.To promote the further improvement of the NSTITT Program,it is necessary to improve educational policies and legislation,establish a sound training model,and strengthen the teacher workforce to provide solid human and intellectual support for the effective implementation of the NSTITT Program.Since the launch of the program in 2013,various pilot cities and universities have responded positively,using a large number of educational resources,and local experience has gradually emerged.In order to explore the implementation effect of the NSTITT Program for middle school students in Guangzhou,this study designed and verified the evaluation index system of the program implementation effect based on policy text analysis,expert consultation and questionnaire survey,and used it to measure the performance of the program.The implementation effect of the policy and the current situation of its effect are explained in order to promote the development of the policy theory and practice of the program.
