驻村第一书记促进乡村内生发展的社会资本逻辑——基于广西大水村的个案研究

摘　　要：从外部选派驻村干部嵌入乡村治理,是中共中央、国务院决策部署推进乡村振兴的重大举措。然而驻村干部治村能否使乡村实现内生发展仍然存在争议。本文基于乡村韧性的视角,通过过程追踪法分析广西玉林市大水村驻村第一书记的治村经历,总结了驻村干部激活乡村内生发展的实践过程,提出并论证了“外部力量嵌入-社会资本重塑-制度体系供给-韧性效能生成”的乡村内生发展实现机制。研究发现,驻村干部通过重塑乡村中的纽带和桥梁社会资本,完善了乡村中公共事务治理的操作规则;同时驻村干部通过激活链接社会资本,增进了乡村中公共事务治理的操作规则与集体选择规则、宪制规则的互动,由此建立起一个结构完整且互动良好的乡村制度体系。在此基础上,乡村制度体系的完整性与互动性,分别促进了乡村韧性的形成与乡村韧性强度的提升,最终从资源、参与和认同三个维度推动了乡村内生发展的实现。本文的结论能够为如何通过外部力量振兴乡村提供可参考路径。The selection of external village cadres for embedding in rural governance is a significant measure decided and deployed by the CPC Central Committee and The State Council to promote rural revitalization.However,it remains controversial whether the village-stationed cadres can enable the village to achieve endogenous development.From the perspective of rural resilience,this paper analyzes the village governance experience of the first secretary in Dashui Village of Yulin City,Guangxi through the process tracking method,summarizes the practice process of activating rural endogenous development by village-stationed cadres,and proposes and demonstrates the implementation mechanism of rural endogenous development of"external force embedding-social capital reshaping-institutional system supply-resilience efficiency generation".The research discovers that village-stationed cadres improve the operational rules in rural areas by reshaping the link and bridge social capital in the countryside.Meanwhile,village-stationed cadres enhance the interaction between the operational rules in rural areas and the collective selection rules and constitutional rules by activating the link social capital,thereby establishing a complete and well-interactive rural institutional system.On this basis,the integrity and interaction of the rural institutional system promote the formation of rural resilience and the enhancement of rural resilience intensity,and ultimately facilitate the realization of rural endogenous development from the three dimensions of resources,participation,and identity.The conclusion of this paper can offer a reference path for rural revitalization through external forces.
