摘　　要：底线思维作为习近平新时代中国特色社会主义思想的重要方法论之一,其形成于充满风高浪急和惊涛骇浪的百年变局中,植根于中华优秀传统文化,逻辑起点是居安思危和未雨绸缪的忧患思想。在新时代国家安全话语体系中,底线思维具有丰富的理论蕴含与实践指向,在哲学维度上内蕴深刻的马克思主义哲学思想,在风险维度上有助于消解乌卡时代的国家安全风险,在治理维度上则为国家安全治理现代化的重要方法论。在新征程上,应坚持以总体国家安全观为引领,运用底线思维健全完善国家安全体系、防范化解重大安全风险、统筹发展和安全及统筹各领域安全,方能更好维护和塑造国家安全。As one of the important methodologies of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,bottom-line thinking was born in once-in-a-century global changes filled with strong winds and tempestuous waves.Bottom-line thinking is rooted in the excellent traditional Chinese culture,and the logical starting point is the suffering thinking of staying vigilant in peace time and preparing for a rainy day.In the discourse system of national security in the new era,bottom-line thinking has rich theoretical implications and practical directions.Bottom-line thinking contains profound Marxist philosophical ideas in the philosophical dimension,helps to mitigate national security risks in the VUCA era in the risk dimension,and is an important methodology for modernization of national security governance in the governance dimension.On the new journey,we should adhere to the holistic approach to national security as the guide,and use bottom-line thinking to improve the national security system,prevent and resolve major security risks,coordinate development and security,and coordinate security in various fields,in order to better safeguard and shape national security.
