普通话语音规范采行双重标准的必要性及意义

摘　　要：实践证明,现有普通话语音规范已不能满足当前普通话的多层面需求。基于此,本文认为应尊重时代需求建立一个双重语音规范标准的普通话概念,以小切口疏大困局,对现有普通话语音规范进行微调,把“以北京语音为基础音”作为广义的普通话语音规范,适用于通用语;“以北京语音为标准音”作为狭义的普通话语音规范,适用于标准语。通用语和标准语兼容于一个普通话概念,以定义的形式明确下来,这样不仅有助于新时期下推普工作“普及和提高”目标的顺利实现,也有助于中文的国际传播,提升普通话的向心力和影响力。Under the current evaluation of Mandarin pronunciation standards,numerous unstandard Mandarin versions have emerged,making a single pronunciation standard insufficient for today's multifaceted needs.We should respect contemporary demands and establish a concept of Mandarin with dual pronunciation standards.This approach would address broad issues through small adjustments:using'Beijing-based pronunciation'as a broad standard for general use;and'Beijing-standard pronunciation'as a narrow standard for formal use.Both general and formal Mandarin would coexist within the same concept,clearly defined by their respective roles.This not only facilitates the achievement of the'popularization and enhancement'goals in new times but also promotes Chinese language international travel,enhancing the cohesion and influence of Mandarin.
