摘　　要：科技情报资源是科学研究和技术创新的基础,为提升铁路行业资源建设水平和服务能力,促进行业科技创新和高质量发展,在分析国内科技情报资源保障体系建设研究现状的基础上,以铁路行业科技情报资源保障体系建设实践为例,阐述其建设背景和建设内容。该体系以数据资源建设为核心,以多样化技术工具为支撑,以场景化应用及服务为抓手,以保障机制为基础,实现了行业相关科技信息资源的有效整合,也为行业性科技情报资源保障体系建设提供参考。Scientific and technological information resources are the basis of scientific research and technological innovation.In order to improve the resource construction level and service capability of the railway industry and promote the scientific and technological innovation and high-quality development of the industry,on the basis of analyzing the current situation of domestic scientific and technological information resource guarantee system construction,this paper takes the construction practice of scientific and technological information resource guarantee system in railway industry as an example to elaborate its construction background and content.With data resource construction as the core,diversified technical tools as the support,scenario-based applications and services as the starting point,and guarantee mechanism as the basis,the system has realized the effective integration of relevant scientific and technological information resources in the industry,and provided reference for the construction of industrial scientific and technological information resource guarantee system.
