城乡关系演进视角的苏南乡村地区空间治理模式探索——以常州天宁区为例

摘　　要：随着乡村振兴战略的实施,乡村地区的发展也进入转型发展的关键时期,同时城乡关系也在发生着变化。我国对城乡关系的内涵一直在不断演进与深化,始终以力求形成城乡良性互动、深度融合、共同繁荣的城乡关系为目标。“苏南模式”作为全国乡村振兴的典型范式之一,在乡村转型、产业集聚、空间治理等方面积累了丰富的经验,并为全国城乡发展起着示范和引领作用。乡村地区作为城乡关系中不可或缺的地域单元,已经成为促进城乡融合发展与构建新型城乡关系的关键因素。从城乡关系内涵演进视角出发,首先总结了苏南乡村地区的发展规律与现实困境,提出了以空间规划编制为抓手,建立聚焦资源整合、空间统筹、治理协同的城乡融合治理框架。其次,结合天宁区郑陆镇“三皇庙—丰北村”片区“村庄敲章”行动规划的实践,提出通过创新村庄单元规划编制、划分次单元落实规划传导、加强协同平台治理等方式,建立乡村地区空间治理新模式,以期为乡村地区的未来发展提供借鉴与启示。With the implementation of the rural revitalization strategy,the development of rural areas has entered a critical period of transformation,accompanied by shifts in urban-rural relationships.The evolving connotation of urban-rural relations in China has always revolved around forming mutually beneficial interactions,fostering deep integration,and creating shared prosperity.As one of the exemplary models for rural revitalization in China,the"Southern Jiangsu Model"has played a leading role in rural transformation,industrial agglomeration,and spatial governance.Rural areas,as an essential components of urban-rural relationship,have become key drivers of regional integration and forging new connections between cities and the countryside.This paper,from the perspective of evolving urban-rural relations,first summarizes the development trends and challenges faced by rural areas in Southern Jiangsu.It proposes the establishment of an urban-rural integration governance framework focusing on resource integration,comprehensive spatial planning,and governance coordination.Secondly,using"village chapter"action planning in the"Sanhuangmiao—Fengbei Village"Area of Zhenglu Town,Tianning District,as a case study,the paper suggests creating a new model of rural spatial governance.This model includes innovations in rural unit planning,the division of sub-units for plan implement,and strengthening governance through collaborative platforms,providing reference and inspirations for the future development of rural areas.
