摘　　要：中国国有企业经过多轮改革已经取得显著成效,但在承担原始创新等国家重大创新使命方面还需要发挥更大作用。习近平总书记提出的“新型举国体制”为国有企业有效承担重大创新使命提供了新的思想资源。不同于西方资本主义国家,作为社会主义公有制的主要实现形式,中国国有企业为解决创新主体之间的协调失灵奠定了制度基础,可以承担创新先锋的角色。通过强化国务院国有资产监督管理委员会在指导国有企业承担国家重大创新使命上的职能,积极引导国有企业与科研院所、国有企业之间、国有企业与民营企业协同创新,使国有企业成为增强型创新网络的关键节点,从而形成具有中国特色的增强型创新网络。为使国有企业具备承担重大创新使命的能力,需要在加强党的全面领导前提下不断深化改革,努力将国有企业打造成原创技术“策源地”、绿色低碳技术引领者和产业数字化先锋。国有企业应立足以国内大循环为主体、国内国际双循环相互促进的新发展格局,实施国际化创新战略,整合全球创新资源,努力打造成为具有全球竞争力的世界一流企业。In the context of cultivating and developing new drivers of new quality productive forces with original and disruptive scientific and technological innovation,how to leverage the advantages of the socialist system and enable state-owned enterprises(SOEs)to better undertake major innovation missions such as original and disruptive innovation is a major issue that China,as a socialist country,needs to explore urgently.This paper builds on General Secretary Xi Jinping’s thought on the new system for mobilizing resources nationwide and integrates the public ownership nature of SOEs with the institutional advantages of socialism to construct an enhanced innovation network framework conducive to major innovation.Using this framework,the study systematically explores how SOEs can undertake major innovation missions.The theoretical analysis holds that within an enhanced innovation network,the State-owned Assets Supervision and Administration Commission(SASAC)should strengthen its role in guiding SOEs to undertake national innovation missions.It should actively facilitate collaborative innovation between SOEs and research institutes,between SOEs,and between SOEs and private enterprises,establishing SOEs as critical nodes in the innovation network to create an enhanced innovation network with Chinese characteristics.Furthermore,to fully leverage SOEs’role as innovation network nodes,reforms must align with the goals of developing sources of original technologies,leading modern industrial chains,pioneering industrial digitalization,and strengthening the Party’s comprehensive leadership over SOEs.Compared with previous literature,this paper makes contributions in three aspects.First,it fully embraces the important thought on the new system for mobilizing resources nationwide,and through the in-depth analysis of this new system,it points out that forming an efficient innovation network is the key to building the new system,providing a foundation for SOEs to undertake major innovation missions.Second,the function of netw
