民族地区国家通用语言文字教育提质增效的基本经验与发展路径

摘　　要：持续提升民族地区的国家通用语言文字教育质量是实现教育大国转变为教育强国的战略要求,也是构建全民终身学习的“学习型社会”的发展需求,还是城镇一体化融合发展的现实需求。我国已经积累了国家通用语言文字教育的基本经验:坚持“以人为本、服务人民”的宗旨、构建“援建合作、对口帮扶”的区域协同机制、重视教育信息化建设、发挥学校国家通用语言教育的基础性作用与辐射性功能、重视少数民族国家通用语言教育与评估。基于基本经验、现实需求和未来发展,民族地区的国家通用语言文字教育可在五个方面更有作为:聚焦重点人群,优化育人方式;立足教育实际,优化语言教育;构建合作机制,实现优势互补;加强科学研究,促进成果转化;解决现实问题,着眼未来需求。To continuously improve the education quality of the national common language education in ethnic areas is the strategic requirement to realize the transformation of a great power nation of education into a powerful nation of education,and also the development demand of building a“learning society”for lifelong learning and the realistic demand of the integrated development of urban integration.China has accumulated the basic experience of the national common language and written language education:adhering to the purpose of“people-oriented and serving the people”,building a regional coordination mechanism of“partner assistance”,attaching importance to the construction of education informatization,giving full play to the basic role and radiation function of the national common language education in schools,and paying attention to the education and evaluation of the national common language of ethnic groups.Based on basic experience,realistic needs and future development,the national common language education in ethnic areas can be more effective in five aspects:focusing on key groups,optimizing the way of education,optimizing language education based on education practice;building cooperation mechanism to realize complementary advantages,strengthening scientific research,promoting the transformation of achievements,solving practical problems and focusing on future needs.
