基于数字孪生小流域的内蒙古自治区山洪灾害防治规范化管理研究

摘　　要：山洪灾害是威胁内蒙古自治区人民群众生命财产安全的主要隐患之一,经济社会发展及自然环境变化对山洪灾害防治提出了更高的要求。在系统分析内蒙古自治区山洪灾害建设成效和存在问题的基础上,提出构建基于数字孪生小流域的山洪灾害防治体系和“线上+线下”的山洪灾害非工程措施运行维护体系,并从预警信息发布、危险区管理、项目建设管理和基层能力提升等方面提出规范化建议,为内蒙古自治区山洪灾害防治提供借鉴和参考。The flash flood disasters are one of the main hidden dangers that threatens human life and property safety and affects the social and economic development in Inner Mongolia Autonomous Region.In the new era,the prevention and control of flash flood disaster has to meet higher requirements.Based on the systematic analysis of the effectivenessand main problems of flash flood disaster defense construction in Inner Mongolia,it is proposed in this paper to build a prevention and control system of flash flood disaster and an operation and maintenance system of"online+offline"flash flood non-engineering measures based on digital twin small watershed,and standardized suggestions were put forward in terms of early warning information release,hazardous area management,project construction management and grassroots capacity improvement.This paper could provide reference for flash flood disaster prevention and control in Inner Mongolia.
