数字素养对村级河长政策执行力的影响

摘　　要：从数字化通用素养、社交素养、信息素养、安全素养、创新素养5个维度构建村级河长数字素养评价指标体系,并探讨数字素养对村级河长政策执行力的影响效应和作用机制。研究发现,数字素养对村级河长政策执行力具有显著正向影响,在经过一系列稳健性及内生性检验后,该结论仍然成立。从分维度结果看,数字化通用素养、社交素养、安全素养及创意素养对村级河长政策执行力的影响均显著为正,但信息素养的影响未通过显著性检验。从异质性结果看,数字素养对村级河长政策执行力的影响在高学历组、人大代表组的村级河长群体中更为明显。从机制分析结果看,数字素养会通过影响环境素养、合作水平及社会学习提升村级河长政策执行力。据此,从推进平台建设、开展数字培训、提升村级河长数字素养,关注环境素养、合作水平、社会学习的中介作用,关注数字素养对村级河长政策执行力的异质性影响等方面提出对策建议。The evaluation index system of digital literacy of village-level river chiefs is constructed from five dimensions:digital general,social,information,security and creative literacy,and the influence and mechanism of digital literacy on the policy implementation capacity of village-level river chiefs are discussed.The results show that digital literacy has a significant positive impact on the policy implementation capacity of village-level river chiefs,and this conclusion is still valid after a series of robustness and endogenous tests.From the perspective of the results of different dimensions,the effects of digital general literacy,social literacy,security literacy and creative literacy on the policy implementation capacity of village-level river chiefs are all significantly positive,but the impact of information literacy do not pass the significance test.From the perspective of heterogeneous results,the impact of digital literacy on the policy implementation capacity of village-level river chiefs is more significant in the village-level river chief group of the highly educated and the people's congress representative.According to the results of mechanism analysis,digital literacy will improve the policy implementation capacity of village-level river chiefs by influencing environmental literacy,cooperation level and social learning.Accordingly,countermeasures and suggestions are put forward from the aspects of promoting platform construction,carrying out digital training,improving the digital literacy of village-level river chiefs,paying attention to the mediating role of environmental literacy,cooperation level and social learning,and paying attention to the heterogeneous impact of digital literacy on the policy implementation capacity of village-level river chiefs.
