摘 要:保护数量庞大的儿童,应对校园安全风险,是当下全球性的难题。在儿童保护行动中,英国秉持“儿童权益神圣不可侵犯”的理念,发布了专门性文件《确保儿童在教育中的安全法定指南》,主要内容涵盖保护儿童、赋能儿童、助力儿童三大方面,为学校、教师提供了明确的行动规范和执行保障,从而推动儿童权益保障工作的落实。英国儿童保护行动将精准设计与系统施策相结合,推进校园保护从制度变为行动,为儿童增权赋能,筑牢儿童保护的学校主阵地。Protecting the large number of children and addressing safety risks in schools is a global challenge.In the action of child protection,the UK upholds the concept of‘the rights and interests of children are sacrosanct’and has issued a special document‘Statutory Guidance on Ensuring Children’s Safety in Education’.The main contents of the Guidance cover the three major aspects of protecting children,empowering children and helping children,which provides schools and teachers with clear norms of action and implementation guarantees to promote the implementation of the protection of children’s rights and interests.It provides schools and teachers with clear rules of action and guarantees for implementation,thus promoting the implementation of the protection of children’s rights and interests.The UK Child Protection Initiative combines precise design with systematic policy-making to promote the transformation of school protection from‘system’to action,empowering children and building the‘main position’of child protection in schools.
