高等教育视域下教育科技人才体制机制一体改革的意旨、困境与突破

摘　　要：教育、科技、人才是实现中国式现代化的基础性、战略性支撑。推进教育强国、科技强国、人才强国建设,必须加快教育科技人才体制机制一体改革,为新质生产力培育新质劳动者,实现人才自主培养和科技自立自强。高等教育视域下推进教育科技人才体制机制一体改革尚面临诸多困境和挑战,主要表现:高等教育布局、结构与区域经济社会发展不匹配;高校办学模式与人才培养模式变革滞后;高质量科技创新成果转化不力;企业的技术创新主体作用发挥不够。该文建议从五个方面进行突破,优化高等教育区域布局;提升高等教育层次结构;推进人才培养模式改革;驱动高校科技创新体制改革;构建高校人才培养、科技创新良好政策环境。Reforming the education,science,and technology talent systems provides essential and strategic support for achieving Chinese-style modernization.This reform aims to cultivate new types of workers to enhance productivity,thereby enabling the self-fostering of talents and the development of indigenous technologies.Nevertheless,the development of higher education in China continues to face several challenges.These include the misalignment between the distribution and structure of higher education and regional economic and social development;delayed reforms in university management models and talent cultivation approaches;insufficient transformation of high-quality technological innovations into practice;limited contributions of enterprises to technological innovation;and pressing obstacles within the talent system that need to be addressed.This paper proposes five recommendations to overcome these barriers:optimizing the regional distribution of higher education;enhancing the structural hierarchy of higher education;advancing reforms in talent cultivation methods;driving reforms in the scientific and technological innovation system;and creating a supportive policy environment for talent cultivation and scientific and technological innovation in universities.
