摘 要:自非统向非盟转型以来,非盟持续加强制度建设,以更有效地应对区域内外的挑战,实现其目标与宗旨。2017年,非盟启动制度改革进程,在卢旺达总统卡加梅的领导下实施多项措施,包括聚焦经济一体化、和平安全、全球治理等优先领域,重组组织架构,以及改革人力资源和内部融资机制。通过改革,非盟在优先领域的作用得到加强,机构运行效率和财政自主性有所提升。然而,改革措施的推进也面临诸多瓶颈。2024年,随着肯尼亚总统鲁托接替卡加梅领导非盟制度改革,后续进程需要应对政治驱动力不足、资金支持匮乏、层级协调性欠佳,以及非洲次区域组织、国家、公众和社会组织参与意愿较低等挑战。为此,未来非盟需要积极推动非洲大国协同引领改革,创新融资机制,加强与次区域组织的分工合作,促进不同发展水平国家间的利益共享,并深化与公众的联系,以激发多元主体参与制度改革的积极性。Since the transformation from the Organization of African Unity to the African Union(AU),the AU has been continuously building its institutions to better address various internal and external challenges and to achieve its goals.In 2017,the AU initiated the institutional reform.Under the leadership of Kagame,the President of Rwanda,the AU has carried out reform measures such as focusing on economic integration,peace and security,global governance and other priority areas,realigning the institutional structure,reforming human resources and internalfinancing mechanisms.Through institutional reform,the AU has assumed a more prominent role in priority areas,enhancing the efficiency of institutional operations and fostering greater financial autonomy.However,numerous problems have arisen.With Ruto,the President of Kenya,succeeding Kagame in leading the AU institutional reform in 2024,the AU institutional reform in the future will face challenges such as insufficient political driving force and financial support,the need to improve coordination at all levels,and lower willingness of African sub-regional organizations,countries,and public and civil society organizations to participate in the reform.In the future,the AU should actively promote the coordinated leadership of major African countries to lead the reform,further innovate the internal financing mechanism and the division of labor and cooperation mechanism with sub-regional organizations,enhance benefit sharing among countries with different levels of development,strengthen the connection with the public,and enhance the enthusiasm of multiple entities to participate in the system reform.
