全过程人民民主“过程观”的哲学审思

摘　　要：探究全过程人民民主的“过程观”,对把握中国式民主的优越性并推动其发展意义重大。精准把握过程概念的哲学维度,科学分析其内涵并系统呈现“全过程”的政治哲学意蕴,是理解全过程人民民主“过程观”的前提。实践证明,全过程人民民主蕴含独特的“过程观”源自重大立法决策等具体民主实践的“小过程”,拓展升华为人民当家作主的国家治理体系的“大过程”。二者紧密依存、协同共进。在全面推进全过程人民民主时,制度成熟定型是关键环节,既承接民主发展脉络,又为民主进阶提供架构支撑。为此,推进制度成熟定型过程,必须从多元包容构建民主格局、优化制度设计、依法依规强化制度执行、筑牢教育基础等多方面协同发力,强化民主基石、彰显善治实效、稳固协同支撑,提升全过程人民民主水平。Exploring the"process perspective"of whole-process people's democracy is of great significance for understanding the advantages of Chinese-style democracy and promoting its development.To grasp the"process perspective"of whole-process people's democracy,it is necessary to accurately understand the philosophical dimensions of the concept of process,scientifically analyze its connotations,and systematically present the political philosophical implications of"whole-process".Practice has shown that the unique"process perspective"of whole-process people's democracy originates from specific democratic practices such as major legislative decisions,referred to as the"small process",and is sublimated into the"large process"of the people's governance of the country.These two are closely interdependent and jointly promote each other.In advancing whole-process people's democracy,the maturation and stabilization of institutions are key links,which not only continue the development of democracy but also provide structural support for its advancement.Therefore,to promote the maturation and stabilization of the system,efforts must be made in multiple aspects such as building a pluralistic and inclusive democratic pattern,optimizing institutional design,strengthening the enforcement of institutions in accordance with laws and regulations,and consolidating the educational foundation.This will strengthen the foundation of democracy,highlight the effectiveness of good governance,stabilize collaborative support,and improve the level of whole-process people's democracy.
