情景嵌合与共生赋能:内生型社会组织参与社区养老服务路径研究  

Scenario Integration and Symbiotic Empowerment:A Study on the Path of Endogenous Social Organizations Integrating Community Elderly Care Services

摘　　要：我国老龄化程度日益加深,以政府为引领、多元主体协同的社会养老服务体系正在形成。而内生型社会组织有效参与是推动养老服务体系完善的关键。本文基于场域理论,以B市b社区为例,运用参与观察与访谈法,探索社区治理过程中内生型社会组织与社区在养老服务供给方面的合作机制与实现路径。研究发现,内生型社会组织的内生性优势为参与社区养老服务供给提供了基础;而逐步引入的市场力量推动了社会组织与社区关系从依附到共生的转变;社会组织与社区内本土性的场域价值、场域文化与场域规制互动,涵养了社区养老服务体系的有生力量。而其参与养老服务体系建设的路径,是在内生型社会组织与多元服务主体的情景嵌合和共生赋能的共同努力下,基于认知、制度与关系的重塑,实现对制度、党建、组织、主体的实践赋能。In China,the aging issue is becoming increasingly severe,and a social elderly care service system led by the government with multi-party collaboration is gradually taking shape.To advance the construction of social elderly care service system,the government is progressively guiding social organizations and other entities to participate in the supply of elderly care services.Since 2009,when Shanghai took the lead in piloting the community-embedded elderly care service model,a“multilayered integration”governance model has been established,where the community is the main body,and social organizations play a supporting role.This model has become the mainstream trend for optimizing home-based elderly care services in urban communities.The importance of integrating social organizations into community elderly care services is increasingly becoming more evident.However,in the supply of elderly care services,social organizations,as external forces,have characteristics such as being foreign,singular,discrete,and phased.They often face the inherent structures and operational rules formed by entities like neighborhood committees and homeowners'associations,which can lead to misalignment or instability in service provision.To address these issues,various regions are actively exploring multiple paths for social organizations to participate in elderly care service provision.Among these,endogenous social organizations embedded in communities can meet both the professional needs of the community and the daily needs of residents,achieving an effective dual public service outcome,and forming a collaborative governance partnership with community entities.From the perspectives of field theory and embedding theory,this paper uses B City's B Community as a case study.Through participatory observation and interviews,it explores the cooperation mechanisms and realization paths between endogenous social organizations and communities in the field of elderly care service supply,aiming to promote more scientific,targeted,and diversified
