军民知识产权双向转化与民营企业研发活力——基于知识产权军民融合试点的准自然实验

摘　　要：推动军民知识产权双向转化运用是加强知识产权法治保障、形成支持全面创新基础制度的必然选择,亦是巩固提高一体化国家战略体系和能力的内在要求。基于知识产权军民融合试点政策这一准自然实验,选取2011—2022年我国A股民营上市公司数据,构建多时点双重差分模型,检验知识产权军民融合对民营企业研发活力的影响效应与作用路径。研究发现,知识产权军民融合有助于提高民营企业研发投入,该结论在经过平行趋势检验、安慰剂检验以及其它稳健性检验后仍然成立;知识产权军民融合通过信息传递、治理赋能、降低融资成本以及研发合作促进民营企业研发投入,其作用效果受科技金融发展水平、知识产权司法保护等摩擦因素影响;在不同规模、发展阶段、要素水平企业中,知识产权军民融合的影响效应表现出显著异质性。As a strategic resource for national development and a core element of international competitiveness,intellectual property is becoming more and more important.In order to further strengthen the legal protection of intellectual property rights,and further support the national strategy of civil-military integration,it is essential to promote the two-way conversion and application of military and civilian intellectual property rights to advance comprehensive innovation.The civil-military integration of intellectual property rights is an emerging field of scientific and technological innovation,and thus it is a novel topic that needs to be studied in depth whether the new business forms,new scenarios and new models resulting from civil-military integration of intellectual property rights can bring new investment directions for private enterprises and continuously stimulate private enterprises to invest in innovation.This article studies whether the intellectual property and military-civilian integration policy enhance the R&D vitality of private enterprise.Taking the pilot policy of civil-military integration of intellectual property rights as a quasi-natural experiment,the study selects the data of China's A-share private listed companies from 2011 to 2022,and a total of 18834 observation data are obtained from 3004 private enterprises in 214 prefecture-level cities.To avoid estimation bias caused by extreme values,a 1%winsorization is applied to continuous variables.It then constructs a multi-time difference-in-differences model to test the impact effect of civil-military integration of intellectual property on the R&D vitality of private enterprises.It is found that civil-military integration of intellectual property has a significant role in promoting the R&D investment of private enterprises,and the conclusion is still true after parallel trend test,placebo test,PSM-DID test and other robustness tests.Furthermore,civil-military integration of intellectual property promotes the R&D investment of private enterpris
