基于扎根理论的公安机关“放管服”改革动力因素与优化选择  

Driving Factors and Optimization Choices of Public Security Bureau’s“Delegation,Regulation,and Service”Reform Based on Grounded Theory

摘　　要：文章基于扎根理论质性研究方法,对75份政府部门发布的“放管服”政策文本进行三级编码,并构建了动力源头、工具方法和价值目标的逻辑模型框架。研究发现,公安机关“放管服”进入改革攻坚期、深水区,各地区的公安机关对于“放管服”的探索均有侧重且各有特色,但在总体上仍存在放权不彻底、管理不完善、服务不到位等问题。后期改革应以进一步全面深化改革的目标为导向,厚植以人民为中心的服务理念,挖掘改革的内生动力与驱动因素,围绕放权的事权问题、监管的责任问题和服务的资源问题改进公安工作,明确主体定位,精准落实责任,系统整合资源,助力建设人民群众信赖与满意的服务型政府,打造人民安居乐业、社会安定有序、国家长治久安的平安中国。Based on the qualitative research method of Grounded Theory,this article conducted a three-level coding of 75 policy documents issued by government departments on the“Delegation,Regulation,and Service”(DRS)reform,constructing a logical model framework of driving sources,tools and methods,and value goals.The research finds that the Public Security Bureau’s“DRS”reform has entered a critical period and deep-water zone.The exploration of“DRS”by public security agencies in different regions has specific focuses and unique characteristics.However,on the whole,there are still issues such as incomplete delegation of power,imperfect regulation,and inadequate service.In the optimization path for the later stage of the reform,the guiding direction should be based on the policy documents of the government,deeply embedding the people-centered service concept,and seeking the internal driving forces and motivating factors of the reform.Improvements in public security work should focus on the delegation of authority,the responsibility of supervision,and the resources for services.It is necessary to clarify the main responsibilities,accurately implement accountability,systematically integrate resources,and contribute to building a service-oriented government that satisfies and earns the trust of the people.This will help create a higher-level“Safe China”where people live in peace and society is stable,ensuring long-term national stability.
