中国高新技术园区产业集聚:典型特征与理论解析

摘　　要：高新技术园区是实施高新技术产业政策和改革措施的试验区,也是高新产业集聚的重要载体。实证研究表明:高新技术园区的设立显著提升了区域内高新产业的集聚水平;高新技术园区对高新产业集聚的促进作用在区域划分下呈现“边际效应递减”的规律;高新技术园区通过创新人才集聚、技术研发集聚和孵化平台集聚等方式,推动了产业集聚的发展。高新技术园区作为我国产业政策的重要载体,通过政策引导和市场调控显著提高了高新产业集聚的发展水平,为建设具有中国特色的高新技术产业发展道路提供了参考。High-tech industrial parks serve as an experimental area for implementing high-tech industrial policies and reform measures,and as an important carriers for high-tech industrial agglomeration.Empirical research shows that:the establishment of high-tech industrial parks has significantly improved the concentration of high-tech industries in the region,the promoting effect of high-tech industrial parks on high-tech industrial agglomeration shows a law of“diminishing marginal effect”under regional division,and high-tech industrial parks promote the development of industrial agglomeration through innovative talent clustering,technology research and development clustering and incubation platform clustering.As such,high-tech industrial parks,as important carriers of China's industrial policy,significantly promote the development of high-tech industrial agglomeration through policy guidance and market regulation,serving as a reference for the construction of a high-tech industrial development path with Chinese characteristics.
