流通数字化畅通城乡要素流动:内在要求、理论逻辑与推进路径

摘　　要：城乡要素平等交换、双向流动是促进城乡共同繁荣、实现城乡融合发展的客观要求。从科学完善的政策制度、高效统一的市场建设、城乡功能的互补与融合、畅通的要素流动通道以及城乡安全发展的底线等五个方面分析畅通城乡要素流动的内在要求,剖析当前制约我国城乡要素流动面临的制度性、市场性、社会性等现实壁垒,结合流通数字化特点,构建流通数字化畅通城乡要素流动的理论逻辑框架,具体阐述流通数字化畅通城乡要素流动的制度革新力、市场优化力和社会融合力,在此基础上,提出“三化”协同破除制度性壁垒、优化环境破除市场性壁垒、推动城乡一体破除社会性壁垒等推进路径。The equal exchange and two-way mobility of elements between the urban and the rural regions are objective requirements for promoting the common prosperity and realizing the integrated development of urban and rural areas.This paper analyzes the internal requirements for unblocking the mobility of urban and rural elements from five aspects:scientific and perfect policy systems,efficient and unified market construction,the complementarity and integration of urban and rural functions,unblocked mobility channels,and the bottom line of urban and rural safe development.It also analyzes the current institutional,market and social barriers restricting the mobility of urban and rural elements in China.Combined with the characteristics of circulation digitization,this paper constructs the theoretical logic framework of circulation digitization unblocking the mobility of urban and rural elements,and specifically expounds the institutional innovation power,market optimization power and social integration power of circulation digitization unblocking this kind of mobility.On this basis,it puts forward promotion paths such as the coordinated“three modernizations”to break through institutional barriers,optimizing the environment to break through market barriers,and promoting urban-rural integration to break through social barriers.
