深空探测的应用伦理律令

摘　　要：人类深空探测目前凸显的矛盾体现在自由探测、空间污染、他国利益与资源共享之间,由此导致太空探索能否有序开展、人类能否持续发展和整个宇宙能否继续共存的危机。如何化解这些矛盾和危机,需要立足于人类自身和地球的脆弱性特征,在更高的意义上找寻人类深空探测的应用伦理律令,聚焦消极律令(禁止做任何危害太空安全和损害人类共同利益的行为)、积极律令(深度探究宇宙空间环境、资源与人类生命共存的根源和意义)和主动律令(共享深空探测成果、化解安全危机、维护人类共同体和宇宙共同体的利益),以此促进人类深空探测活动的有序发展,实现地球生命、人类共同体和宇宙共同体的最大利益。The contradictions highlighted in human deep space exploration currently are reflected in aspects of free exploration,space pollution,the interests of other countries and resource sharing,which have led to crises including whether space exploration can be carried out in an orderly manner,whether human beings can continue to develop and whether the entire universe can continue to coexist.This paper holds that to resolve these contradictions and crises,it is necessary to consider the vulnerability characteristics of human beings themselves and the earth,and seek the applied ethical laws of human deep space exploration in a higher sense.This paper proposes that the world should focus on negative laws(prohibiting any behavior that endangers space safety and damages the common interests of mankind),positive laws(deeply exploring the origin and significance of the coexistence of the cosmic space environment,resources and human life)and active laws(sharing the achievements of deep space exploration,resolving security crises and safeguarding the interests of the human community and the cosmic community),so as to promote the orderly development of human deep space exploration activities and realize the maximum interests of life on earth,the human community and the cosmic community.
