摘 要:随着高水平对外开放的不断扩大,海关担负着守国门、促发展的职责使命。国门生物安全人才队伍的建设是筑牢国门生物安全屏障的第一要素。海关生物安全人才必须具备规范、高效、专业的岗位胜任能力。通过结合国门生物安全岗位资质管理的现状,梳理了岗位资质管理的薄弱环节:种类繁多、类别复杂、管理难度高,尚未认识岗位资质管理在依法履职中的关键作用,缺乏完整的海关岗位资质人才管理模式,并提出完善岗位资质管理制度,构建完善考核评价体系,建立健全系统的培训考核机制,加强岗位资质管理信息化建设的对策建议。With the continuous expansion of high-level opening up to the outside world,the customs is responsible for the duties and missions of guarding the national gate and development.The construction of a national bio-security talent team is the first element in building a solid national bio-security barrier.Customs bio-security tal-ents must have standardized,efficient and professional job competencies.By combining the current status of na-tional bio-safety job qualification management,the weak links of job qualification management are sorted out.There are many types,complex categories and high management difficulty.The key role of job qualification manage-ment in performing duties according to law is not yet understood,and there is a lack of complete customs job qualifi-cations talent management model.This paper proposes countermeasures and suggestions to improve the job qualifi-cation management system,build a sound assessment and evaluation system,establish a sound and systematic train-ing and assessment mechanism,and strengthen the information construction of job qualification management.
