摘　　要：为防止传染病疫情通过国际贸易途径传播,制定符合WTO规则的口岸卫生检疫措施,需要建立符合《实施卫生与植物卫生措施协定》(《SPS协定》)要求的卫生检疫风险评估体系。本文系统介绍了《SPS协定》对于风险评估工作的要求,通过借鉴动植物检疫和食品安全领域的SPS风险评估流程,探索建立与国际贸易规则接轨的非传统安全领域海关卫生检疫风险评估体系。In order to prevent the transmission of possible pandemic from international trade and develop sanitary measures which conform to WTO regulations,the construction of risk assessment system in health quarantine work which conforms to SPS agreement is needed.Herein,we systematically introduced the basic requirement for risk as-sessment in SPS agreement and compared different risk analysis procedures adopted in the areas of zoonotic,botany and food safety,explored to construct a novel health quarantine risk assessment system in dealing with non-traditional border security risks which works in accordance with international trade regulation.
