摘 要:创新是区域经济发展的不竭动力,而劳动者是区域创新的主体。劳动者在实际工作当中的就业报酬、就业能力、就业环境等所体现的就业质量,对区域创新有着重要的影响。因此,如何提高就业质量、促进区域创新是一个值得关注的议题。基于1999~2021年中国283个地级及以上城市的面板数据,运用熵值法综合测算不同规模和不同地区城市的就业质量与区域创新的现状,从理论上讨论了就业质量对区域创新的影响及其在不同规模和不同地区城市之间的差异,并以两步系统GMM模型对此做出了实证检验。结果表明:(1)整体上,就业质量与区域创新之间呈显著的正向关系,但会随城市规模不同而有明显的总体差异和地区差异。(2)就总体差异而言,就业质量对区域创新的正向影响在小型、中型、大型城市逐渐增大并在大型城市达到最大,而在特大型城市趋于下降。(3)就地区差异而言,相对中西部地区和北方地区城市,东部地区城市和南方地区城市就业质量对区域创新的正向影响在小型、中型、大型城市均相应更大,而在特大型城市的下降趋势则更明显。据此文章认为,以区域创新水平的提升为目标,在制定与实施提高就业质量的政策时,需要充分考虑到城市规模及地区之间的差异,因地制宜制定切实可靠的分类、分层政策。Innovation is an inexhaustible driving force for regional economic development,and workers are the main body of regional innovation.The employment quality reflected by the employment remuneration,employment ability,and employment environment of workers in actual work has an important impact on regional innovation.Therefore,how to improve the employment quality and promote regional innovation is a topic an issue worthy of attention.Based on panel data of 283 cities at or above the prefecture level in China from 1999 to 2021,and using the entropy method to comprehensively measure the current situation of employment quality and regional innovation in cities of different sizes and regions,this paper theoretically discusses the impact of the employment quality on regional innovation and its differences between cities of different sizes and regions,and empirically verified this through using two-step system GMM model.The results show that:(1)As a whole,there is a significant positive relationship between the employment quality and regional innovation,but there will be significant overall and regional differences due to cities of the size and regional differences.(2)From the view of overall disparity,the positive impact of the employment quality on regional innovation gradually increases in small,medium-sized,and reaches its maximum in large cities,while it tends to decrease in super-large cities.(3)From the view of regional disparity,compared with the cities in the central and western regions,and northern regions,the positive impact of the employment quality on regional innovation is correspondingly greater in small,medium-sized,and large cities,but the downward trend is more pronounced in super-large cities in the eastern and southern regions.Based on this,the article believes that with the goal of improving regional innovation level,when formulating and implementing policies to improve the employment quality,it is necessary to fully consider the differences in city size and regions,and formulate practical and reliabl
